Sumpa sa Edsa

Bago marahas na binuwag ng mga pulis at sundalo ang pagtitipon ng humigit-kumulang 30,000 katao sa Edsa Shrine kahapon, Pebrero 24, walang duda sa isipan kong bilang na ang oras ni Gloria Arroyo sa Malakanyang.

Nandoon ako sa lugar nang umagang iyon, at tinanaw ang dami ng tao mula sa entablado ng Edsa Shrine. Sinubukan kong isipin ang imahe ng “Edsa Dos, Day One.” Kung matatandaan, mas maliit pa nga dito ang unang nagtipon sa Edsa Shrine gabi matapos ibasura ng Senado ang reklamong impeachment noong Enero 17, 2001. Tulad ng mga Atenista at relihiyosong pumunta sa lugar noong 2001, nagmisa at nanalangin din ang mga tao kahapon. May nakita rin akong mga nakasutana. At siyempre, nandoon din ang mga pulang bandila.

May balita pang may mga opisyal-militar na naghahandang magbawi ng suporta kay Gloria. Lahat ng sangkap halos, nandoon na sana.

May dagdag pang halaga ang pagtitipon kahapon dahil linggo ngayon ng pagdiriwang ng unang pag-aalsang Edsa. Kung mayroon pa mang maaring asahan kay Gloria matapos ang Hello Garci, ito sana ay ang pagrespeto sa ideya at simbolo ng Edsa. Tutal, naluklok naman siya dahil pinili ng humigit-kumulang 100,000 katao na pumunta sa kanto ng Edsa at Ortigas sa pagitan ng Enero 17 at 20 noong 2001 sa halip na maglakwatsa, matulog, magtrabaho, o manahimik na lang.

Pinili ng mga tao na itaya ang oras, pagod at sariling seguridad sa pag-asang may kahihinatnang maganda ang munting sakripisyong ito. Kung di man magbago at mapabuti ang kanilang buhay, kahit di na lang muling mapasailalim sa tiraniya ang bansa.

Masaya ang alaala ko sa Edsa Dos – parang isang extended na piknik, o mala-Woodstock na pagtitipon, at siyempre, pagkakataong maranasang matulog sa semento ng Edsa – pero ngayong inaalala ko ito, may totoong panganib pala ang paglahok sa ganoong pagtitipon.

Kung kasingdesperado rin ni Gloria ngayon si Erap noon, di sana nagkaroon ng Edsa Dos. Noong gabi ng Enero 17 mismo, marahas na dinispers na niya ang mga Atenista na nagtipon. Binuhusan na sana niya ng sundalo ang paligid ng Edsa Shrine at Malacañang. Pagkaumaga, pinahuli na sana niya ang mga lider ng oposisyon at organisasyong progresibo. Nilusob na sana ang Inquirer at iba pang dyaryong panay ang bira sa kanya. At pinasok ang mga himpilan ng GMA-7 at ABS-CBN-2.

Maaring sabihing naging mas mabait si Erap sa mga lumahok sa kilos-protesta kaysa kay Gloria, pero baka mas tuso lang talaga ang huli. At mas ambisyoso. Anu't anuman, pasalamat ang mga Atenista at di bumira si Erap nang gabing iyon. Siyempre, pasalamat din dapat si Arroyo. Pero asa pa nga.

Sino ba’ng mag-aakalang kayang gawin ni Gloria ang Proclamation 1017? O, kahit ang Calibrated Preemptive Response? O, kung babalikan natin ang nakaraang limang taon, ang pagpatay sa daan-daang aktibista, taong simbahan, at abogado? Hindi naman tayo umasa na magbabago na ang sistema matapos ang Edsa Dos, pero hindi rin tayo umasa na hahantong sa pagluklok sa isa na namang diktadura (at ano pa nga ba ang Proclamation 1017 kundi deklarasyon ng diktadura?) sa kapangyarihan.

Paano ba humantong sa ganito ang pangako ng Edsa Dos? Tinatanong ko ito sa sarili habang minamasdan ang pagbabatuta ng mga pulis sa mga raliyistang nagtipon sa Edsa Shrine noong Pebrero 24, bago binomba ng malapot at maruming tubig ng bombero at saka tinaboy sa bandang Greenhills sa Ortigas Ave. Iniisip ko ang hitsura ng nakangising Gloria na pinoproklama habang tinatanaw ito mula sa mismong puwesto kung saan iprinoklama si Gloria sa entablado ng Edsa Shrine.

Iniisip kong ako si Gloria, nagsusumpang magiging matapat sa Konstitusyon, sa mandato ng sambayanan, isang palad nakataas, isa nakalapat sa bibliya – habang nagaganap ang pagwalis ng kapulisan sa mga tao na minsan na ring napadpad ng Edsa noong 2001.

Matapos itaboy sa Edsa, nagmartsa ang mga tao sa Ortigas, sa parehong kalye na dinaanan nila noong madaling araw ng Enero 20, 2001 para makapunta sa Mendiola at masigurong babakantehin ni Erap ang Malacañang. Mula sa kalyeng ito, nagmartsa naman ngayon ang mga tao patungong Makati kung saan isa pang rali ang nagaganap. Apat na oras na tinahak nila ang daan, tiniis ang init at pagod. Parang noong 2001 din.

Alas-kuwatro na nang makarating ang mga raliyista sa Ayala Ave. Dito muli silang hinarang ng mga pulis. Bandang 7:30 nang gabi nang muli silang marahas na idispers. Siniguro ng mga pulis at ng Malacañang na walang magaganap na People Power sa araw na iyon, Edsa man o Ayala.

Sa mismong gabing iyon, kinumpiska ng mga pulis ang mga kopya ng Tribune sa opisina ng dyaryo. Balita ko, pinasok din ang opisina ng Abante at Malaya. Pati dyaryo namin nangangambang pasukin. Umaga na nang arestuhin si Anakpawis Rep. Crispin Beltran. Tanghali naman nang tangkain ng mga pulis na damputin sina Bayan Muna Rep. Satur Ocampo, kasama sina Bayan Muna Rep. Teddy Casiño, Gabriela Rep. Liza Maza at Anakpawis Rep. Rafael Mariano. Gusto ni Gloria na hindi na masundan ang nakaraang dambuhalang rali. Na hindi magkaroon ng “Day Two” ang inaasam sanang isa pang pag-aalsang People Power.

“Secured” na daw ngayon ang Edsa Shrine. Tahimik na ang Mendiola, Edsa, pati Ayala. Mistulang ghost town naman ang kampus ng UP Diliman, na pinagpugaran ng mga SWAT. Kapayapaan naman daw talaga ang pakay ng deklarasyong state of emergency, sabi ni Mike Defensor.

Ito naman daw talaga ang gusto ng mayorya ng taumbayan – maliban na lamang sa mga komunista, mga miyembro at lider ng mga militanteng grupo, mga lider-oposisyon, mga kritikal mag-isip na taong simbahan, mga radikal na sundalo’t opisyal, mga makabayang abogado, doktor, siyentista at iba pang propesyonal, mga migranteng aktibista, mga kabataang pinagkaitan ng edukasyon, mga nagtataguyod ng karapatang pantao, mga mamamahayag, mga progresibong artista’t manunulat, mga maralitang tagalungsod na pinagkaitan ng bahay at kabuhayan, mga manggagawa na pinagkakaitan ng disenteng trabaho, mga magsasakang inaagawan ng lupa at iba pang Pilipinong naniniwala sa diwa ng makatarungang pag-aalsa.

Gen. Tolentino Shows How to Make it Big in the Military

I was in Jolo, Sulu almost four years ago as part of a fact-finding team to investigate human rights abuses by the AFP. The results of the investigation did not surprise us, many in our team being veterans of fact-finding missions. What surprised us, however, was the scale and brazenness in which it was perpetrated: People by the thousands fleeing their homes, away from AFP's carpet-bombing and shelling. Rows upon rows of houses of people suspected to be "rebel sympathizers" burned to the ground. Indiscriminate arrests. Unprovoked killings.

That was four years ago. Now it has only gotten worse, not only for Sulu but for elsewhere in the country. One only has to look at Southern Tagalog, Western Visayas and Central Luzon. Meanwhile, the list of politically-motivated killings of activists, journalists, church people and lawyers continues to grow.

Upon the heap of corpses of these victims are remarkable military careers erected. Like that of Romeo Tolentino. A member of the PMA Batch '74 (who counts First Gentleman Mike Arroyo as its honorary member), Tolentino has shown in his career so far that it takes guts and a considerable amount of gore to make it in the military.

Only four years ago, Tolentino was a mere colonel assigned to the military outpost of Jolo to chase away Moro rebels. He acquired quite a reputation there. It was during his stint as brigade commander of 104th IB when the war there intensified tenfold. His biggest break came after the kidnapping of tourists in Sidapan, Malaysia by Abu Sayyaf. In supposed pursuit of the bandits, Tolentino was given free reign in Jolo. One shining moment in his career in Jolo was on April 24, 2002, when he ordered his troops to shell Kahoy Sinah Elementary School in Parang, Sulu, thereby killing four civilians including a kid.

For this feat and many others, he was promoted to brigadier general.

After my brief Jolo trip, I maintained close contact with concerned people there. In 2003, after the Magdalo rebellion in Oakwood Mansions in Makati, story was rife that senior military officers were condoning, even participating in, massive corruption, thus fuelling the Magdalo rebellion of junior officers.

During this time, I wrote a piece about military corruption based on information given by people in the know in Jolo. Apparently, Tolentino was right in the middle of under-the-table transactions there -- selling to the enemy everything the military had from fuel to guns to ammunition.

Some of the Magdalo officers in Oakwood including Capts. Gerardo Gambala and Milo Maestrecampo – who recently took back everything they did and stood for in Oakwood – served under Tolentino. On July 27, 2003, Tolentino led in assembling the loyal government troops who were readied to crush the Magdalo rebellion.

For his show of steadfast dedication to Arroyo's republic, Tolentino was again promoted to major general.

At the height of the Hello Garci controversy, Tolentino again figured in the news as one of the generals mentioned in the tapes who supposedly helped Gloria Arroyo steal the 2004 elections.

Unlike many of his contemporaries, Tolentino has been steadily rising through the military ranks despite protests from legislators. Malacañang apparently knows how to reward loyalty. In a span of three years, Tolentino remarkably rose from a lowly colonel to a to a two-star general. From a brigade commander to a division commander in two coveted commands (Southern Command and Northern Luzon Command).

Just days ago, Tolentino again figured in Arroyo's promotion list, this time as one of a handful of elite "three-star" generals in AFP. The Philippine Daily Inquirer quoted Presidential Chief of Staff Mike Defensor as saying: "The President is really fond of him because of his exploits. He is a known fighter."

Arroyo has reason to be fond of Tolentino, who is loyal, brutal, knows how to keep secrets and is ready to dirty his hands for his boss.

Television At Its Most Cruel

The adage 'television kills' has now taken a literal, tragic meaning.
 
As of this writing, more than 70 people have been confirmed dead and more than 300 are injured in a stampede occuring at the gates of Philsports Arena (formerly Ultra) where noontime show "Wowowee" was to be held. TV (including ABS-CBN) reports say the incident happened after 6 in the morning, when stadium guards opened the gates where a crowd of around 30,000 held vigil. The crowd rushed to the gates, crushing hundreds in front of the gates, mostly elderly women and children.
 
Government officials led by President Arroyo and Vice Pres. Noli de Castro, as well as ABS-CBN's gamut of executives and talents have made the rounds of the hospitals where the victims where rushed. A weeping Willie Revillame appeared in front of the Wowowee crowd -- those already in the arena even before the stampede -- saying sorry for what happened and that all he wanted was to bring happiness and hope to the people. The ABS-CBN management has likewise made the statement to the effect that they never intended for this tragedy to happen and that they did all they can to ensure safety.
 
True, no one in his or her right mind would even wish for this tragedy. But those familiar with the television show know that ABS-CBN and Willie Revillame should have seen this coming. Anyone familiar with Wowowee know how money pours in -- or, at least how they make it appear to pour in -- for the lucky few contestants. Easy money for those few who travelled far and long to come to the gates of the TV station for a chance of making a few bucks. 
 
Faced with the intense competition between TV networks and an especially stiff competiton in the noontime slot , Wowowee producers devised an ingenuous plan to pander to the economic desperation of millions of Filipinos. The plan: show people the money and they will watch. I watched a few episodes of Wowowee and particularly saw how Revillame brandished sums of money to the audience not unlike a how a human whets a dog's apetite by flashing a piece of meat. Its television at its most exploitative and cruel.
 
I remember a friend relating to me an incident in Wowowee. Someone from the audience got called to the stage by Revillame for one of the show's contests. Onstage, the contestant began weeping. He said its enought that that he qualified for a contest. He was not interested in joining the competition because he said he was uneducated and would probably not be able to answer the questions in the contest. The guy asked Revillame to bive him the consolation prize so that he could go back home to Central Luzon. Apparently, he left the province on a one-way fare. He did not have enough to go home and was pinning his hopes on winning a consolation prize in one of the contests. He was lucky.
 
But not the 70 or so got crushed to their deaths this morning.
